I do not believe government has a right to grow. Government's first job is to put itself out of business and give over to the private sector, where it can reasonably do so. If inflation is 3 percent, then government should plan ahead, and grow by ZERO percent that year. Reduce its costs, be leaner. Growth is not assured for government.
