Are the Shelter-in-Place and related decrees issued by the President, State Governors, County Supervisors, and Mayors actually law? We're led to believe by politicians, the media, and robotic law enforcement officers that they are, yet they are not. Only the legislative branch of government can make laws.
E.O.'s are directives from the chief executive to GOVERNMENT EMPLOYEES for the purpose of executing laws enacted by the legislative body. THEY ARE NOT LAWS AND THEY WERE NEVER INTENDED TO APPLY TO CITIZENS! However, if a person or company is receiving a privilege from the government- such as a stimulus check, a statutory corporation, or a government contract related to the law upon which the order is issued- then that person or company, too, is likely subject to the particular decree. Even socialist leaning Wikipedia acknowledges that, at the state level,
"Executive Orders issued by state governors are not the same as statutes passed by state legislatures but have the force of law, like in the federal system. Executive orders only apply to State Employees and Departments, and do not act as any form of law upon the Citizens."
