THEY ARE NOT LAWS AND THEY WERE NEVER INTENDED TO APPLY TO CITIZENS! However, if a person or company is receiving a privilege from the government- such as a stimulus check, a statutory corporation, or a government contract related to the law upon which the order is issued- then that person or company, too, is likely subject to the particular decree.
