John Whitehead has a great article below which I agree with, except I do not see where Jesus directly confronted and taught against the Roman rule, although he did indirectly.
Authority / government is a ministry of God. Romans 13 says authority is God's minister or servant of God, God's agent. They are God's ministers or servants to punish evildoers and criminals, thus one of God's ways He gets His vengeance (Romans 12:19).
Romans 13:4 "For it is God’s servant for your good. But if you do wrong, be afraid, because it does not carry the sword for no reason. For it is God’s servant, an avenger that brings wrath on the one who does wrong."
God / Jesus commanded all People, all Government & government workers and all Kings in Jeremiah 22, to:
1. Execute Justice,
2. punish criminals [part of Justice & Romans 13]
3. rescue victims of crime
4. do not oppress the fatherless, widows, and helpless people like good resident aliens
5. do not shed innocent blood
Jer. 22: 1 This is what the LORD says: “Go down to the palace of the king of Judah and proclaim this message there, 2saying, ‘Hear the word of the LORD, O king of Judah, who sits on the throne of David—you and your officials and your people who enter these gates. 3This is what the LORD says: Administer justice and righteousness. Rescue the victim of robbery from the hand of his oppressor. Do no wrong or violence to the foreigner, the fatherless, or the widow. Do not shed innocent blood in this place.
Thus, just on these two passages of God's Word alone, shows God is totally against a Police state and does not demand unlimited obedience to some government just because they are rulers.
God only commands us to obey real authority (rulers who take God's laws/authority and apply them to their man made laws = authority) and He commands us to disobey unlawful unauthority rulers who claim to be "authorities" but are wicked frauds.
Like John & Peter they told the Jewish Rulers (who were not God's authorities on this day, or most days) in Acts 4:
Acts 4:19 But Peter and John replied, “Judge for yourselves whether it is right in God’s sight to listen to you rather than God. 20 For we cannot stop speaking about what we have seen and heard.”
Then after the angels released Peter & John from an unlawful jail and they were again preaching in the temple courts where the "rulers" (the high priests and Sanhedrin- Israels government) had ordered them not to preach there again about Jesus, Peter & John and ALL THE APOSTLES told this to the non-authority rulers {who many say are always authorities and must be obeyed no matter what they say}:
Acts 5:28 “We gave you strict orders not to teach in this name,” he said. “Yet you have filled Jerusalem with your teaching and are determined to make us responsible for this man’s blood.”29 But Peter and the other apostles replied, “We must obey God rather than men."
All the Apostles were there in Acts 5 and all the Apostles refused to obey the authorities because they were not authorities on that day since they violated God's laws and commands and were opposing Jesus. So all the Apostles said we will NOT obey you, we will obey God.
So the Apostles were against a police state.
