Like it used to be sure, but it should be a mix. It appears recently all they wish to do is hold back working on little updates till they can find a way to match a bunch of similar stuff up into one large update. 1 good big pursuit like While Guthix Sleeps or The World Wakes may be enough to draw people back if they're invested in the narrative. But there ought to be other little content additions between then - instead of holding back on developing a bunch of slayer dinosaurs till they get time to develop a completely different dungeon, by way of instance, they can trickle out one or two every now and then in already-existing areas. Exactly this, there's so much content in Runescape game that the vast majority of it's forgotten and undesirable because of the few things that are more useful 9 days out of 10. Adding more content is simply going to keep pushing older content under the rug but not adding new content is going to leave Runescape game stale and boring. It makes upgrades which people enjoy for quite a long time very hard to find.
