California is a dream for immigrants; however, the real world down to the earth. The California Government, the main branch of regulating daily life, faces some problems within the correlation between what people need and expect and what they are doing for it.

We can point five main elements of the crisis. Firstly, it is the two-third rule for raising or lowing taxes. It is hard to get two-third votes of the both Houses of legislators, as the Republicans oppose increasing taxes and the Democrats vice versa. Taking into consideration the 2012 elections, the Democrats won a supermajority; thus, they enact the increasing of state’s sales taxes and tax rates on income over $250,000 without the Republicans’ support. It attracted trust from the low-income residents and established the hope of improving the situation. Secondly, it is a lack of consensus on fundamental questions. Given the fact that the census of California is diverse, the same the government is. Year after year the new cultures and races immigrate more and more to take a right decision without causing the public’s anger. Thirdly, it is the ease of passing initiatives. On the one hand, public has the opportunity to manage its lifestyle and offer the necessary propositions. On the other hand, people do not always see the whole picture of the initiatives; thus they improve the life of a particular group and damage the other one. Therefore, the passing of public offers are not always the best way of life development. Fourthly, one of the problems is term limits. Initially it was expected members of the Assembly and state Senate to do their jobs better and spend less money for a future campaign. Furthermore, it signifies that the minority and female candidates will have more chances to work as well. Unfortunately, this theory did not go on; the members are less experienced every time, they only think about next position and raising funds for campaigns. The last problem is the safe-seat reapportionment. It means that incumbent seats became safe, i.e. the previous owner maintains his post. It is beneficial for the leading party to put their people in this place. On the other side, it makes impossible to occupy this position by the other man, who is not a member of this party. To resolve the crisis, three types of reform ideas were proposed: liberal, conservative and from California Forward. Each of these sides has controversy propositions, and it makes impossible to enact all of them. Ideas can be chosen via initiative, but the methods of implementation should be selected by the government.

The Progressive movement made the largest contribution to the development of state’s life during 1900-1917. The Progressives had three chief aims: to restrict corporate political influence, liquid the corruption in the legislature and increase the role of publics in the political process. The giant corporations dictated government economic policy using graft and bribery. The Progressives started to fight with them through persecuting the corrupt politics who interact with them. In 1911, the voters adopted the initiative, referendum, and recall. These three reforms are called direct democracy. The motions make an opportunity for publics to suggest issues on any topic, required improving the lifestyle or implementing essential rules according to modern society. This type of reorganization is the most widespread and frequently used by voters. The referendum allows citizens favor or disfavor constitutional amendments. It is less popular than initiatives but is also necessary for controlling the government’s actions. Concerning recall, it allows the public call back elected officer before his tenure of employment is over. Essentially, recalls of statewide officers are infrequency. Broadly speaking, all these three types of reforms give the acme of power in the hands of the community, controlling the government’s actions. They mean active involvement in maladjustment life processes and supervising executive proceeding. Unfortunately, these expectations were outstanding, as modern society is troubled more with daily problems, instead of controlling legislators.

Consequently, people were tired of large number of reforms and the favor of the Progressives began to fall. In such a manner, this party definitively dissolved in July 1916.

To sum up, Progressive movement made an invaluable contribution in shaping executive branch, as people do not always trust the elected officers. Thanks to this party, publics have a possibility to add, change, imply or refuse issues they need. Moreover, they can bump legislators if they do not carry out responsibilities, or break a law.
