WORD MEANING ALERT:
He is asserting that if government is in operation versus not in operation is the key determining factor for an act of domestic terrorism...?!?!
So is terrorism only a factor of how the act affects government operations and not burning, looting, or murdering the constituents of said government?
His definition and interpretation appear one-sided for government itself...not for those whom IT was built to protect...
