An Idea to Change the Landscape of Preserving the 2nd Amendment

If you could change the way this nation talks about the 2nd Amendment, would you do it?

I have an idea that I think would accomplish that very thing, and more. I'm a public historian specializing in American military history and the Founding Era more broadly. I'm neither a member of nor affiliated with any organization; I'm just a citizen sick to death of being on the defensive about the most important right enumerated in the Bill of Rights.

The idea is laid out in three documents linked below; I encourage you all to read them (the longest is three pages) and let me know what you think, what improvements you might suggest, and how to get the proposal introduced in Congress - AFTER we've taken control back of course.

It's a ground-breaking, game-changing idea. I suspect you'll all wonder why no one has thought of this before.

I have already sent it to the NRA (in January 2020), the GOA (this week), and the FPC (this week). I'm hopeful the latter two will respond and perplexed why the NRA hasn't. I have reason to shun the NAGR. I would ask my own Congressional reps (Mark Walker and Senator Thom Tillis) to introduce it, but I'm nearly 100% certain they'd sweep it under the rug before I've even left the room.

So I'm asking for your help. I've received one suggestion to have the big lobbyists and certain prominent names "sign onto it" but they offered no elaboration how the mechanics of that would work. Does anyone here know how to go about such a thing?

Please bear in mind, these are all in draft form. I recognize that a definitions section is necessary, but not sure which terms need to be defined or what definitions to use. I humbly leave that to the experts before it's introduced.
