The good news is that your next Rethramis Cooking Recipe can be found within the Rethramis Border area. Take a northerly route, and then Wind Road. In the uppermost portion of the area, near some boulders obscured by a windmill, there is an icon for Investigate. Engage with it to gather a Solar Tree Sprout. You are not quite done yet though.

Then you have to return to Prideholme and then head to Cook Hely located in the middle of Rapport the NPC Siera.
