It has an associated and binding rule, and this characteristic means that its legal base is material and is imposed on its violation, as the law aims to build an order within the community and govern the behavior of its members.

It has an abstract and general base, meaning that its legal base does not address one person only, but the lesson in it is the generality of the attribute, and also that its rule is general and not specific to one person or to several persons, and also every fact must apply to every person in whom all the necessary attributes are combined.
