Morgenthau argues that the diplomacy was declined due to a set of destructive factors or, as he calls them, vices. He defines three of them: the vice of publicity (the problem of accessibility of diplomatic information), the vice of a majority decision (most diplomatic issues are decided with a majority vote), and the vice of fragmentation (the artificial separation of diplomatic issues, distorting their meaning). In order to revive the diplomacy, these vices must be left behind. Moreover, Morgenthau defines the nine rules of diplomacy that must be followed in order to regain its usefulness for the society. He divides them into two groups: fundamental rules that form the very basis of diplomacy and prerequisites of compromise that assure the success of diplomacy’s main task: peace preservation. Author believes that revived diplomacy and its techniques, negotiation, persuasion and pressure, will be the catalyst in transcending of domestic societies and sovereign nations into one supranational society: the ultimate ideal of international life.

In conclusion, it can be said that the way Morgenthau proposes for returning the diplomacy its place in the life of the society is sufficient and all the mentioned methods can be applied nowadays. However, in the modern world, revived diplomacy will hardly be something more than a peace preserving instrument as author’s ideas of the world state and supranational society are perceived as utopia rather than reality. Moreover, in such society, there will be little need for diplomacy, which will result in another decline.
