I'm just speculating about this, because I don't have the facts in front of me, but here goes: This is the generation (including those in authority) whose parents abused drugs and alcohol. While I'm not blaming the parents for their children's actions, we would never say that these substances didn't have any effect on them physically. We see kids shooting kids, people in authority making the most horrendous decisions you can think of, and everybody else putting them in office.
When I was in school, most of us had guns, and none of us had even the desire to go and shoot up the place. From the worst (school shootings) to the least (911 calls on how to make spaghetti) we see these now everyday. As I said before, I'm not blaming the parents for their children's actions. Whatever burdens we have, we must overcome.
