For example, the 26th Amendment to the U.S. Constitution, ratified on July 1, 1971, lowered the national voting age from 21 to 18. It prohibits the federal government and any state from denying or abridging the right to vote to citizens who are 18 years of age or older on account of age.
Following that example, it seems that not ONLY states have been able to establish voting rights.
